About This Webinar

Our fifth Embracing Change Webinar focuses on the last two components of the NDIS Practice Standards: Core Module entitled: Provision of Supports and the Provision of Supports Environment.  These Practice Standards cover the responsibilities of NDIS providers when providing supports to participants including:

  • Service Agreements with Participants
  • Transitions to or from the provider
  • Safe environment
  • Management of Medication


Hear from:

  • Debbie Hamilton, Mental Health Advocate is going to share her experiences of working with NDIS psychosocial disability services starting with the NDIS trial in the Hunter New England;
  • Penny Halpin, Program Leader, HDAA Australia shall unpack the key elements of the two practice standards, giving practical tips and examples relevant to psychosocial disability service providers;   
  • Peter Orr, Chief Customer Services Officer, New Horizons will speak to the systems and processes they have put in place to give effect to the Practice Standards.

This Webinar is designed to guide you through practical examples that will assist in preparing your desktop audit, self-assessment and onsite audits.  During the webinar you will be able to download a copy of a Resources Pack which is sent to all registrants after the webinar.

Who should attend this webinar?

This webinar is designed to assist two groups of service providers:

  1. Psychosocial disability service providers registering or re-registering as a registered NDIS provider with the NDIS Quality and Safeguards Commission (the NDIS Commission); and
  2. Community services and NDIS service providers currently not delivering services to people with psychosocial disability.

Debbie Hamilton - Mental Health Advocate 

Debbie has worked as a lived experience mental health advocate for many years. She has extensive knowledge of the NDIS and has been active in various mental health NDIS committees and projects to improve the NDIS psychosocial pathway. Debbie has an NDIS package and is currently undertaking a Masters by Research on the NDIS through Sydney University.

She was an active participant in developing the MHCC’s ‘Reimagine’ website to assist people with a mental illness to navigate the NDIS. Her background includes working both as a registered nurse and a doctor with an interest in bioethics. Debbie currently works casually for Community Disability Alliance Hunter (a peer run NGO) as a Facilitator and Peer Mentor.



Penny Halpin - Program Leader, HDAA

Penny is the NDIS Program Leader for HDAA Australia, an approved quality auditor for NDIS Providers. Penny provides support to clients both large and small throughout each stage of the NDIS Certification and Verification audit processes, and works in collaboration with the NDIS Commission’s Registration Team to ensure the best result for providers and their clients. She holds a Bachelor of Social Science (Development) and a Master of Public Health (Health Promotion), and also holds Lead Auditor qualifications.


Peter Orr - Chief Customer Services Officer , New Horizons

Peter has been at New Horizons for more than 8 years, becoming Chief Operations Officer in 2017.

Peter is responsible for ensuring we remain at the cutting edge of service design and experience, and that we continue to deliver the highest level of service possible. He is responsible for all services within New Horizons: ranging from mental health, homelessness, aged care, youth and disability services.

Peter is an experienced executive leader in the health, wellbeing, disability and welfare industries. He has worked both domestically and internationally leading high performing teams and delivering large and complex transformational projects. He was pivotal in transforming New Horizons’ NDIS service model, has led our recent significant growth in a period of great change and is currently a key leader in New Horizons’ digital transformation which will benefit everyone who interacts with New Horizons.

Peter has qualifications in Science (Psychology) and Internal Public Health/Health Management. He is currently completing an MBA.
